Acting City Manager/Director of Community Development. Managed a department staff of 27 and a $25 million budget. Responsible for long range planning, building inspection, engineering, capital construction, urban renewal, code enforcement, park acquisition and GIS mapping. 

OREGON DIVISION OF STATE LANDS(Salem, OR)    1993 - 1994
Program Manager. Initiated state's Asset Management Plan, administrative rules to protect salmon habitat in Oregon's waterways and outreach on the state’s placer mining permit process.

METROPOLITAN SERVICE DISTRICT (Portland, OR)1988 - 1992
Director of Planning and Development. Managed staff of 27, a $5.7 million annual budget and the regional planning programs for the Portland metropolitan area of 1.1 million people.

Planning Manager. Managed staff of 15, and land use and strategic planning, site selection, and infrastructure funding programs. Chaired Governor's State Economic Advisory Team.
